The last time I visited Quezon City City Hall was... registration for 2013 or 20-something elections. My first experience on actual government office lines (of course I see lines on the TV). Alam mo yung Snake sa Nokia? Isipin mo na matatapos mo na yung laro at ubos na yung lugar.
Lahat ng tao naman may kasalanan. Nagpapahuli sa pagrehisto at nagpapahuli na hindi handa sa bugso ng mga tao. Tao at gobyerno. Iisa lang naman sila.
January 2014. My parents asked me to pay for Real Property Tax of our QC house. I thought that it would be a breeze since I didn't notice any lines before at the City Treasurer's Office. My mom said that people were catching up on their dues; December was the deadline of payment for some tax. So, I braced myself.
Students of the University of the Philippines Diliman are not trained for long lines. We, they are just given an idea of the terrible system that lies ahead. Government office lines are way longer than UP registration day lines. UP tells its students to be prepared.
From this point, I will be looking down on Filipinos. Patawad aking mga kababayan at mga namumuhay ng marangal sa gusali ng City Hall, QC.
Upon finding my way around the complex, lines, long lines never escape my sight. BASTA MAHABA YUNG PILA. May nakaupo, madaming nakatayo, may tambay at may mga hindi alam yung pinipilahan nila. Pumasok ka pa sa loob at marami ka rin makikitang pila. That ends the description because it won't make much sense when I elaborate on it.
What makes this madness come to life?
1. The issue on money, allowance, budget and salary should already be dismissed. Mahirap na usapan yan.
2. If there is an intelligent system or management on proceeding with transactions and making queues, then it's the worst ever thought of.
3. LIKE IN UP, the officer-in-charge (to spare those who directly transact with the people) must learn how to solve the problem. UP Registration is a 3-day long event that has been scheduled a year in advance. Why can't people think of hiring 3-day contractual workers or redirect existing staff to function in the Registrar and Cashier. This part should be included in reasons for bragging that UP is the best, but it can't be.
4. Higher penalty rates will force people to pay on time or ahead.
5. Everything that will follow isn't new, but I cannot believe that "educated" & "experienced" officials of the QC government allow this mediocre service to its citizens.
6. There's even an video presentation that features key accomplishments and characteristics of QC and QC government. The perfect way to calm people who wait a minimum time of 1-hr during non-peak hours (mas matagal pa yung sa Business Tax).
7. PEOPLE. People fail to give way to senior citizens. Maayos lang sana kung uupo habang walang nakatatanda, pero sa panahon na may nakatayo nagiging manhin yung mga "feeling matanda".
8. Working people should refrain from talking while transacting with a citizen. So rude and unprofessional.
9. It's a good thing the security guards were helpful.
10. Can you just give chairs?
11. Yung lang talaga, hindi ko maintindihan kung bakit, bakit, bakit.
12. Imagine the lines of MRT, LRT, bus lines, NBI and other public-government institutions.
